If a company is starting in USA , INIDA, France with different Fiscal year variants, COA, and currencies how to handle this situation or what to suggest to business to follow as a consultant. Howabout controlling area?

It depends on business, if business wants to use single ledger with different Fiscal Year Variant, Posting Period Variant and additional Currencies for the company codes it is possible and separate ledger according to their country's legal requirement is also possible.
