The pre-requisite to maintain same controlling Area for all company codes is to have same chart of accounts and same fiscal year variant assigned to company codes.
If the companies of USA, INDIA and France are treated as company code in SAP with different Fiscal Year Variant, Different Chart of Account and different company code currencies then you have to maintain separate controlling area.
If the companies of USA, INDIA and France are treated as company code in SAP with same Fiscal Year Variant, Same Chart of Account and different company code currencies then you can have same controlling area.
